** Update for 2022 World Cup 

I. Introduction and Historical Ranking Review

     The football game is the sports competed by teamwork. It is anyway undeniable that the extraordinary individual footballers who performed and made a high impact on the team is one of the main attractive identities of football. Although football game’s main purpose is to win the trophy, the annual awards have been given to players indicates the social value on individual performance. Moreover, the discussion about all-time best players are widely interested and popularized among football fans while none of official historical awards was ever held.  
       IFFHS Player of the Century[1] Election in 1999 that was based on polls of journalists and former players but no specific details are revealed. World Soccer Magazine[2], conducted the polls for its reader and applied the points for voting points. As the votes is just depended on personal view or criteria of the voters, the large different factors were distributed within a poll result that is eventually unable to conclude the status of the best and the biased selection is commonly existed. 
    Association of football statisticians (AFS) made ranking by considering goalscores against match plays and position for forwards and midfielders, the matches without conceding a goal for defender and goalkeeper and matches to play as captain including titles won. However, the result is noticeable that standard of competition against those statistics are not applied and some quantitative attributes are goal conceding and titles is characterized as team performance.    
    There is none of the historical ranking works based on performance evaluation found. Thus, this work is attempted to study and evaluate all-time best performers in overall career by complying and analyzing the verified secondary evidences such as awards, media rating, quantitative statistical analysis or even valuable interpretation or surmise from articles/discussion and applied to the methodological implementation to establish the all-time best players ranking by individual performance of all positions combined.




II. Methodology

The methodology is summarized from the full procedure in

1. Individual Performance Classification
    
    1.1 Domestic League 
        Total Average Rating = ( Match Rating)/Total Match Played
        Amount of Performance : Domestic League Season is calculated from ratio between games played and total seasonal games.The performance is considered and will be updated in every half of season. In general case, 85 (more than 40 games) - 90 % (30 Games) participation is considered as 100 % amount and proportional calculation is required in less participation. Exceptional case : if any league game is available equal to or less than 30 games, it will be calculated base on ratio between games played and 30.

    1.2) Elimination/Multi-Stage Competition

Amount of Performance : Major Tournament performance is calculated from Place Coefficient/2

    1.4) Rating Range Classification
              6.5  – 7 : Ordinary International-Class
          >7 – 7.5 : Supreme International-Class
          >7.5 – 8 : Ordinary World-Class
          >8 – 8.5 : Supreme World-Class
          >8.5 : Phenomenon-Class

  2 Proportional Criteria 

   The Competition criteria is set as below ;
     1) Domestic at 45 % basically and it could be increased to 50 % at maximum for limited opportunity factor. 
   2) International Club at 20 % for European Cup era and 22 % for UEFA Champion League Era. The percentages are allowed to be increased to 25 % at maximum if international country opportunity is limited or it could be reduced in limitless depend on level of limited opportunity factor.
    3) International Country at 35 % for European Cup era and 33 % for UEFA Champion League Era.  it could be increased to 50 % at maximum for limited opportunity factor or it could be reduced at minimum 25 % depend on level of limited opportunity factor. 
    The Competition criteria standard table is designed based on competition standard comparison in any era.
      

  3. Descending Accumulative Calculation Method (DAC Method)

    The method is designed in purpose to set the weight between performing classes. The peak amount will be calculated based on higher coefficient and descend for the lower ranks of class. The performance amount is controlled by standard value. Thus, any surplus (in some area) or deficit will be conducted to the rating result.

* n value in ∑ Sequence Coefficient is considered base on standard of participating frequency consists of frequency of competition held, ratio between qualifying teams per all teams in the competition and importance of tournament in term of rotation policy.
  
Performance Class Coefficient Table

The performance class coefficient is not equal between different competition levels because of its difference of participating opportunity. The competition level with the given lower opportunity will be set in higher coefficient within the same performance class.


Performance State

The peak (high) and low performance is calculated based on competition level as well. The amount is a season or an international tournament. The amount of international tournament is also calculated based on coefficient of competition. 

4. Total Ability Rating

The player ability attribute is evaluated through skill evaluation project (http://xtraimmortal.blogspot.com/2013/04/Total-Skill.html). The total ability rating will be calculated based on weight criteria that is set from value analysis.  (The criteria weight is showed in scorecard divided into attacker and defensive player position, the multi-functional players will be subjected to his best ability function). The value analysis is the determination of difficulty level between ability attributes with the factors are the quick and intelligent thinking, the elaboration, the risk level of mistake and the options.

5. Addition, Deduction and Exclusion of Performing Status

In case of player's remarkable superiority in special condition, they will be added bonus. In case of player's notorious inferiority in special condition, they will be either deducted the point or excluded. 

          1) Trophy : Players who won the major international title will obtain trophy bonus depend on competition level and condition as following ; World Cup (0.2 - 0.3), Euro (0.15 - 0.2), Copa America (0.1 - 0.15), European Cup and pre-1986 Copa Libertadores Cup (0.075, if won continental cup also = 0.1), UEFA Champion League (0.1). UEFA Cup (0.03-0.05), Cup Winners Cup (0.3) Players will be eligible to obtain bonus point at coefficient of impact level at 1, 0.75, 0.5.  

      2) Greatness : Players who created historical value with exceptional influence on his team will be obtained bonus 1 – 3 points depend on level of historical impact.  
       

6. Conclusion and Classfication of All-Time Performance

   Conditional Margin Value is an additional set of outermost factors in purpose to reduce variance in the basic calculation system from various circumstances. 
  Conditional Margin Value = HSP*(0.1)+LSP*(0.2)
HSP = The Highest State Performance amount (HSP)
LSP = The Lowest State of Performance amount (LSP)
         
       LSP Definition : The All-Time Individual Performance will be also deducted the point base on the amount of failure performance in the case player failed to sustain average standard in exception of injury and other approved reasons within specific period as below condition. 

Basic Total Score is calculated based on proportional criteria of competition level table.
Final Score = Basic Total Score *0.8 + Skill/Ability Rating *0.24 + Conditional Margin Value

Rule of Decisive Factor

In case Total Score between ranks is resulted equally (not difference > 0.1),
The primary decisive factor is Peak Performance
The secondary decisive factor is Total Ability/Skill (is also required > 0.1 to make difference)
The third decisive factor is Basic Total Score
The fourth decisive factor is Lowest Performance
The fifth decisive factor is International Performance 


III. Implementation


      Classification of players’ performance by season for club part or by tournament or international part from direct/indirect evidences of rating and calculated the rating point that is at least in international-class range with participating quantitative value in partition unit. Then applying proportional weight from highest to lowest and applying positional coefficient for goalkeeper and defender. Then, bringing the points in each part of competition level to combine based on given proportion by the given conditional criteria to calculate for the basic score. Additional trophy/historical/age bonus, performance state and total ability are totally calculated. 
   Designate tthe significant circumstantial factors based on era and team and applied to the actions for rating
1) Standard of Competition : Rate performance class against standard of competition
2) Availability and Format of Competition > Adjust in std. value of Participation Amount
3) Injury versus football rules > Adjust in std. value of Participation Amount
    [No penalty card rule at specific era]
4) Fatigue due to the number and competitiveness of matches > Rate performance class with considering average standard of performance
    [The number of games and its competitiveness in club level impacts on fatigue at international country performance]
5) Quality of Teammates > Rate performance class against quality of teammates
    [The better quality of teammates is significant in term of chance of participation only. For the performance, the quality of teammates factor is insignificant when the high quality of teammates needs players' ability to adapt the style of play to achieve compatibility with the high level of teamwork. In contrary, the lower quality of teammates could provide more chance for a player to be extraordinary as they're the main pillar]

In seasonal rating, the seasonal year shows the year of the 2nd half season such as 12 means (2011 -2012 season). Amount of performance is also considered based on appearances.

V. Discussion


      The methodological system is designed to find the commensurate solution between peak and consistency of players’ entire career performance by applying proportional weight, covering all conditions and circumstances throughout history and the opportune limitation of players’ participation is also categorized and standardized. The performance is counted only equal and above international-class as the various lower levels are considered not significant in group of consideration. However, the surmise and interpretation on the restriction of secondary evidences is inevitably biased. By this context, the qualitative evaluation for input the system is unscientifically approached but highly involved with value definition created by social value.

     The study with almost all experiments suggests Messi has become the best footballer of all-time with significantly better than his predecessors Pele and Diego Maradona. Lionel Messi is the greatest domestic footballer of all-time with 9 times domestic players of teh world while Pele won seven. Messi finished 2nd best international club player ever and 4th at best international country player ever. Pele finished 3rd in both domestic and international country. He has sustained as one of the best players in the World in 12 years while Pele was the best or one of top players in the World only 8 years. Messi had a failure moment in 2018 World Cup and 2019 Copa America and other than that he was criticized never achieved his potential. However, according to the study of fatigue factors impacts on players performance at international country tournament after encountering backbreaking tasks in club level, it is found that the fatigue factor is significant to influence on decline of players' performance particularly for players in modern era with the club games is at around 45 - 50 games. Between 2008 to 2019, Messi played at club level more than 45 games for all seasons. Between 1950 and 1970, Pele played at club level > 40 games in 4 seasons. The study also shows that many top performers in major tournament didn't manage to have a great achievement on club level at season before tournament. Van Basten in 1990 and Ronaldo 2002 was injury and played a few games at club level. Zidane wasn't outstanding in 2006 club season, in 2014, Neuer is arguably the best player of the tournament when none of attackers reached a standard of supreme-world-class. Johan Cruyff was superb in 1974 World Cup after the season he didn't play at international club with Barcelona, etc, Messi was a prolific scorer at club level in every season and this could consume his energy significantly over the long period. 

   Pele's career was not fulfilled with adequate amount of achievement as his team due to various external circumstances prevented Brazil and Santos took part in continental tournaments like Copa America and Copa Libertadores Cup despite entitling to enter. However, if analyze his chance to win more Copa Libertadores, he would have won another title in 1959 if the tournament was existed. Other than that, Santos wouldn't be eligible or he was not in his top form or injury. Another contributing factor is unavailability of penalty card allow opponents make him injury over the period. He is arguably never achieved the best player of the tournament in any world cup second Didi and Jairzinho in 1958 and 1970 respectively. Although Pele never played in Europe, the standard of Brazilian national league or Torneo Rio Sao Paolo is comparable. Pele has a higher productivity ratio in National team football than that of Messi but Pele is less influential if taken number of team productivity into account and this represents how was Brazil encompassed by top stars. 
    
   Maradona proved himself in a higher standard of competition in Italian Series A. Internationally, Maradona has an obvious advantage in national team career when he achieved a higher influential level on Argentina in World Cup, is rated as the best player ever in international country part. However, the decisive part is Copa America and international club stage where Maradona’s team were often eliminated in the earlier rounds and also did not participate in several seasons as his club did not qualify.

      Johan Cruyff is rated as the player with highest ability ever but his prime career that he led Ajax to dominate Europe during the early 1970s is too short and his career in Spain is rather decline significantly. C.Ronaldo, Johan Cruyff Franz Beckenbauer shares the 4th best player ever in basic total score but they're ranked by total ability, Beckenbauer is the most consistent players in every level of competition he played but his prime is much inferior to the group of best ever. He is rated as Bundesliga best player by kicker in only 6 years, being rated below Vogts in most of years during 1st half 1970s.  

      Di Stefano has an outstanding club career consistency and longevity. However, He failed to lead Spain qualified for 1958 World Cup and was injury in 1962 tournament, is a big flaw prevents him to be rated among the best ever and is even controversial to beat Platini. Platini is clearly superior to his contemporary candidate likes Zico although his skill is unanimously inferior to Zico as he has a great international career. Puskas was suspended from football 2 years between 1956 and 1958 interrupted and effects continuity of his career and after moved for Real Madrid, he switched to play for Spain in only a few matches. Zidane is rated in the similar level of performance to Zico but get higher place as a preference of international recognition.      
     The three Brazilian consists of Zico, Garrincha, Ronaldo is very equal to be the second best player ever for their nation. The study suggests Zico has the most advantageous in domestic consistency among them and he has superior ability to the other two. Matthaeus is the most consistent player ever that allows him to be competitive against other high talented players although his peak is very short. Although the system gives a higher weight from the peak descending to the decline, Marco Van Basten, George Best, and Ronaldinho were evaluated below top 25. The large number of disappearances affected on their longevity is a main reason for the first two and the long decline period of inconsistency for Ronaldinho.     

    The best goalkeeper ever Lev Yashin also appeared below top 25. He was not successful in World Cup by his own standard. Paolo Maldini, the best pure defender ever, beat his senior Franco Baresi by greater international opportunity even Baresi’s peak is rated higher. Stanley Matthews is arguably the most overrated player ever when he is often voted in top 20 players of all-time although he just became a regular starter of England lately at 23 years old and then the war prevented him from football for 7 years. He came back impressively if consider his age but achieve very little with his club and he never became star of World Cup that England was failure in related tournaments.

    Hahaha, this is ridicules. Maradona wc90 better than messi in wc14, Maradona had 1 assist and zero goals, Messi had 1 assist 4 goals and third most dribbles in world cup history, behind Maradona 86 and Jairzinho 70, maradona participated in 20% of his teams goals and Messi participated in 63% of his teams goals (75 if we count that assist for own goal). They both reached finals, Messi got Golden ball and Maradona got Bronze ball. And yes i have watched all of Maradona's body of work in that world cup on youtube channel memo5404 and i have watched every game of Argentina in this world cup so i know what i'm talking about.

Primarily it is based on filtration of media rating evidence such as Kicker, Dbscalcio, Placar, etc. For many others whom evidence of rating is unavailable, Awards, Statistics, Watch, Technique (such as determination of peak years from all-time status and compare to other lower performance season), etc are combined to make rating approximation.

    3. I consider the 1990 World Cup as one of the most competitive tournaments and must be far higher standard than the recent 2014. I saw Maradona played in that tournament when I was just 12 years old, he was very influence to his team and definitely it is more difficult to win the ball from Maradona than Messi despite there was a higher number of world-class defenders. Messi is arguably not deserved to win Golden Ball and all medias did not rate him as MVP, most of them even left him in tournament best XI. I personally rate him in top three best player but not the best for sure since he played superbly in only first four games.

    1. Thanks you for interesting in the methodological system which has long been experimented in many ways until it achieves divisibility although it is rather complicated. I'd say methodology is very important as it is helpful in managing qualitative and quantitative performance, ability and skill within complex model of football history but it is overlooked by many.

      Basically, You can find in the historical rating methodology clause 1.6 and I'll give example to you in the near future.

    3. Before I’d give example, I’d explain this methodological system is just fully independent from the view of rating of player’s performance (classify player into such phenomenon, world-class and international-class) in which I think it is much more difficult to make accuracy.
      Now let me give an example of Pele
      One full season in Brazilian league state league and one full season of Brazilian national league (Taca Brasil + Torneio Rio Sao Paulo) is considered as a half of season. However, it will be calculated amount of performance base on number of appearances/total games play whch start at below 90 % of participation.
      Partitioning : Pele’classification by season will be quantitatively partitioned equally at 1 season and will descend from best season to worst season.
      In example, Pele achieved 2.5 phenomenon season with following 4.8 supreme world-class
      First Partition : Full Phenomenon (point = 1)
      Second Partition : Full Phenomenon (point = 1)
      Third Partition : Semi-Phenomenon (0.5 season) (point = 1), Semi-Supreme-world-class (0.5 season) (point = 0.9)
      So this partition will be calculated based on ratio (0.5 x 1) + (0.5 x 0.9) and the result would be 0.95.
      And the next partitions will be followed by the same method.
      *Phenomenon-Class point : 1, Supreme World-Class : 0.9, Ordinary World-Class : 0.8, Supreme-International Class : 0.7. Note that below these classes will not be given a point because it is below competitive standard average between all-time greats. However, if any player had a national level season within their 8 best continuous seasons, they will deduct the point (only Ronaldinho and Baggio has been deducted).
      And then each partition will pair with sequence coefficient to be multiplied together.
      *Sequence Coefficient is reduced 25 % in every value (multiply with 0.75).
      First Coefficient : 1
      Second Coefficient : 1 * 0.75 = 0.75
      Third Coefficient : 0.75 * 0.75 = 0.563
      ………………….
      So first partition will multiply with first coefficient and finally all multiplied pairs will be plus together. In example of Pele would be (1x1)+(1x0.75)+(0.95*0.563)+…..
      The purpose of this method is to give higher proportion in the peak season and the worse season will be less important.
      Then this amount will be divided by sum of first ten coefficient value because I consider ten seasons as standard of all players in longevity of career so that means player with more greater number of seasons will be advantageous but not by much because from 11th coefficient will be remaindered very low value and it is also started to increase in reduction at 50 %.

    5. Actual level of players could be varied with narrower scale than 0.1 but the fact that we cannot differentiate this level so it will be equal in each class likes you ask.

    How are media rankings ranked when comparing average grades, i mean for example: in spain grades are the highest, then in italian league they give lower grades, i'm not sure if you understand what i mean?

    1. I’m clearly understand your point. Italian Grade is set more than 6.5 to be considered as a world-class rating. English and Spanish La LIga is set at least 7.00. These values is determined from group of sample of players’ rating and a minor group of players in history could achieve the lower limited criteria.

    3. Actually it is also depend on player’s position. Xavi was rated below 7.00 in his prime seasons. For only forward, Spanish league has a slight higher rating (0.2 – 0.3).
      I need to postpone schedule plan of top 50 players scorecard to the end of this year. Recently, I found international country football is more complicated than I thought due to several limited condition of players’ nonparticipation. So, I have set a new table of criteria adjustment and have gradually implemented to a few players, will finish soon. Anyway, not all players in top 50 best ever list is named in all list of domestic, int club and int country scorecard, the further work is to complete the remainder of them.

    What does it mean, for example that eusebio has 0.9 phenomenon seasons? Does it mean that 1/10 of his season wasn't phenomenal and the other 9/10 was?

    1. 0.9 is an amount of phenomenon. Because Eusebio played less than 25 games in that season, it will be calculated amount based on ratio (actual number/90 percent x total games number). In case of Eusebio in 1968 will be 24/30*0.9 = 0.89 = 0.9 approximately.

    The scorecard of all-time greatest national team players have been completed in top 40. The system is much more complicated than the domestic competition when the competitions were held in many formats with irregular participants and different frequencies of the tournaments.

    I choose Baggio as an example of systematic implementation.

    Primary Criteria refer to International Country Primary Criteria Standard Table (Please find in Historical Rating Methodology)
    In Baggio times, it is overlapped between two periods according to the table (80s to 1995 and 1996 onwards) so the criteria will be calculated based on ratio between two periods. A result provide as below ;
    World Cup : 46 Percent, UEFA Euro : 24 Percent
    World Cup Qualifying : 14 Percent, Euro Qualifying : 15 Percent
    Minor Tournaments : 2 games (0.7 % per game at maximum) will be 1.4 Percent
    Friendly Match : 20 Games (0.4 % per game at maximum) will be 8 percent
    Then, His performance with multiplying by amount of performance (Performance Part) will be calculated in each part of competition criteria.
    World Cup : 1994 – Supreme World Class = 0.95, Finalist : Amount of performance = 1
    1990 – Ordinary World-Class = 0.9, Semi-Finalist : Amount of performance = 0.8 1998 : Supreme-International-Class = 0.85, Quarter-Finalist : Amount of performance = 0.6
    As the world cup has been held in every four years, n-value of partition = 3 (refer to International Country N-Value Factor Standard Table)
    Then performance part will be paired to multiply with coefficient ranked from best to lowest.
    1st Partition : Coefficient = 1 ; paired with 1994 World Cup performance part
    2nd Partition : Coefficient = 0.3 : paired with both 1990 (0.8) and 1998 (0.2) performance part
    3rd Partition : Coefficient = 0.09 : paired with the remainder of performance part (0.4)

    Then, the value will be divided by the sum of partition coefficient = 1.39
    ((0.95*1)+(0.89*0.3)+(0.85*0..09*0.4))/1.39 = 0.897

    As the primary criteria of world cup for Baggio is at 46 percent, the secondary criteria will be calculated by multiplying with ratio between amount of partition (1+0.3+(0.09*0.4)) = 1.345 and total partition (1.39). Thus, 46 x 1.345/1.39 = 44.5 approximately. This calculation is provided in purpose to rate players based on opportunity and appropriate proportion between matches played between competitions for a player.
    Conclusion of World Cup performance : 0.897 x 44.5 = 39.94/44.5

    As Baggio never played in UEFA Euro, he would not get any point and also is lost amount of criteria, is calculated refer to International N-Value Adjustment Table
    1st partition lost 0.1, 2nd partition lost 0.3 x 0.3 and 3rd partition lost 0.09
    Total lost amount of partition will be (0.1 + 0.09 + 0.09) = 0.28
    As UEFA Euro criteria is set at 24 percent, the lost amount will be (0.28 x 24) /1.39 = 5 approximately

    Then, repeat the same system to the qualifying competition. The minor tournament and friendly are not required partition.

    When all competitions have been completely calculated, the total criteria is found to be 77.5 percent.     1. Honesty, I dislike to exclude him from top 40. Eusebio is superb in one tournament of the 1966 world cup but unfortunately Portugal disqualified for all other major tournaments and he got injury in the 1968 Euro qualifying. I have his score slightly below 80.

    3. Another disqualification would be Van Basten who performed in phenomenon class in the 1988 Euro. However, he also failed in 1990 World Cup and scored only one goal in 1986 World Cup qualifying impact his team to disqualify for final tournament. He is evaluated in only 78 point approximately.

    Top 30 International Club Footballers scorecard have been completed by systematic implementation.
    Th methodology is similar to NT scorecard but it is designed in different n-value. European club competition and post-1965 Copa Libertadores Cup is given n = 8.
    Mitropa Cup and pre-1965 Copa Libertadores Cup is given n = 5.
    In each competition has its own coefficient (see in International Club Coefficient Table) to multiply with performance amount.

    1) Basic Performance Score
    Refer to Proportional Criteria of Competition Level
    Player Scores of each competition will be proportioned based on this table. The normal case of player in basic international club era would be 45-20-35 and UCL era would be 42-25-33.

    Criteria Adjustment

    For the era or overlapped without international club played, the lose ratio table will be apply.
    In example of Puskas who played in European club in the 1960s. His proportion of international club must be less than 20 because the competition did not held in the first part of his career.
    1948 – 1954 (38.5 %) : The Competition did not held (Lose Ratio 50 % of standard value)
    1956 – 1958 (16.5 %) : The competition was held but Puskas was suspended (Lose Ratio 100 % of standard value)
    1955 Mitropa Cup, 1958 – 1966 European Cup (45 %)

    The Adjusted Proportion would be

    There are 8 partitions in basic international club era but Puskas played around 45 % so his co-ordinate of partitions will be 3.6 and value = 1 + 0.6 + 0.36 +(0.216*0.6) = 2.09

    Lose Amount = = Basic Proportion*Lose Ratio*(∑Ratio x Non-Participation Coefficient )
    20*0.1*((0.385*0.275)+(0.175*0.55)) = 0.4
    International Club Proportion = 17 + 0.4 = 17.5 approximately

    2 deficit would be considered in compensation. Puskas played in domestic football more than 12 full seasons and missed in only 3 games within 10 best years of appearance. Thus, his case is 100 % compensation distributed to domestic and NT based on basic ratio (45 : 35) = 1 to domestic and 1 to NT approximately.

    1. As I check again, Sarosi's Central European international cup amount of performance is wrong in my database so I have revised and his final score has been less than Ronaldinho 0.3. To explain why he is ahead of Ronaldinho despite obtaining lower final score, I set criteria that any player who obtain final score less than any player 0.1 to 0.2 (significant value), they can be ranked higher if basic score can compensate the margin. In the case, Sarosi's final score is less than Ronaldinho just 0.1 but he is far higher than Ronaldinho in basic score (0.8 in difference).

    3. Ronaldo point is showed to be more than Garrincha at 0.2 but I show only the first decimal and it is actually more than 0.2 (but also less than 0.25). Kopa and Meazza is considered in the same basic total score since 0.1 in difference is less than significant value. Then, the third criteria saw Meazza has a better point in basic score + bonus. In case of Bozsik, I’m thinking has he been overrated and is possibly to reduce his point.

  24. Recently I have a little review of the system and need to adjust some rating points in international club based on what methodology is improved as below ;

    1) I just change criteria of Int.club likes what is specified in NT competition. n-value for the 1960s Copa Libertadores Cup and The 1930s Mitropa Cup has been changed from 4 to 8 equal to European club era. However, the flexible loss ratio is still effective and helps to reduce disadvantage in inferior opportune factors. I also have re-calculated them (Pele, Meazza, Sindelar and Sarosi are all re-calculated and get much lower point)
    In example, Pele’s partition of participation is only 2.6 from total 8. However, he had lower opportunity due to limitation of qualifier. Extent of consideration covers only seasons Santos was a finalist and the competition had not been held in 1959, one representative from Brazil in 1961, and Brazil clubs did not participate in 1966 and 1968. Those season will reduce lose ratio from 100 % to only 50 %.
    As a result, Pele has been led Maradona in all-time ranking just at around 1 point.

    2) Another revision is to get more reasonable deduction for players who did not participate in international club. Aside from compensation by domestic and international country surplus , Now I have taken the reality into account for players in the pre-international club era. For example, Moreno would have much more opportunity to play in international club than Zizinho and Didi if the competition would be existed because River Plate always finished in the top places.
    For heavier case of Rivelino who did not participate despite playing under the existence of competition, should be basically deducted more than others and he has been lowered in ranking.
    However, I’m not divisible in calculation formula to conform with the concept even I have applied the concept into the rating by approximation.

  25. International Club has been necessarily overhauled again because loss ratio is found to have too high value based on its opportunity of participation. As I revise loss ratio to have less value, point rating in overall system has been increased.

    For International Country, the 1950s Central European International cup, is need to adjust n-value because it played in only twice tournaments (reduce n-value from 3 to 2), however it covers span of players' career (12 years) should get more proportional weight in comparison to other era and also to eliminate the advantage of the tournaments without qualification, amount of performance has been calculated based on finished place in the league.

    These adjustment has impacted on overall top 50 ranking.

    1. That is currently being spot on. If not injury, he is surely going to surpass Beckenbauer when this season finish and possibly surpass Di Stefano but he need to qualify for deep rounds in either of UCL or Copa America. As he has achieved many great UCL seasons and contrary to his Copa America participation (still less than full 3 partitions), Copa America would be a very important stage and can increase much higher point than UCL.

      To further accede to Cruyff, Maradona and even Pele' throne, it seems rather difficult but I'd say he would make it if not early decline within the next three seasons until the next world cup . We will see what place he would finish.

Pele played in the era Brazilian clubs did not enter in Copa Libertadotes Cup during the second half 1960s while Maradona played in smaller club Napoli in more competitive league which has also less opportunity to participate in European Competition.

The fact that South American nations have no cup competition in the past, they have not deducted any point, but still Argentinian (Metropolitano + Nacional) and Brazilian domestic competition (national + state) has enough games to compensate the cup competition.

    As I have completed calculation of all players’s raw performance rating in all players within positional hall of fame, The methodology has been once again adjusted as aforementioned include the most recent improvement with reduction of conditional margin point to eliminate unnecessary advantage of repetitive peak amount and this let to adjustment in every lists of competition-level based greatest ever which has become more stable as a final step of implementation. Please see details as below.

    1) Top 50 Best Ever

    1.1 the fact that Pedernera has too limited opportunity even consider based on his own era with too few participated in South American Championship less than full two tournaments. I need to name Passarella back again.

    1.2 Rivaldo was underrated by me as being overlooked for his great performance in Brazilian league and the recalculation saw his higher rank to 41th.

    2) Domestic Best Ever

    2.1 Julinho Botelho is definitely deserved to be made the list as he was even superior to Garrincha prior to the 1958 World Cup final when he was a starter of Brazilian national team. His three seasons at Fiorentina is also great enough to be considered by the club’s fan as their best player ever. He also came back to Brazil and was successful with Palmeiras.

    2.2 Kubala, Scirea and Rivaldo all came in the latter of ranking. The one would be surprised is Hanappi but he was too complete and consistency through the 1950s for being overlooked.

    3) Int.Club Best Ever

    3.1 As revised, I’m not limited partition of players anymore so Maldini and Gent are the only two who achieved more than 8 partitions and are benefitted from the amendment.

    3.2 Maier, Seedorf and Bremner are the new comer in the latter of ranking.

    4) NT Best Ever

    This system is very difficult to develop to the divisible point based on advantage/disadvantage of opportunity. It is undeniable some goalkeepers and defenders would be advantage as the position is not popular to be substituted. However, I already give limitation on the actual potential of defensive position even it cannot 100 % eliminate advantage in specific cases.

    4.1 Hector Scarone is known to play against lower amateur/semi-professional opponents than later era so his level is stipulated below players in professional era. Even so, his long-run participation and achieved as one of the most decorated international country players ever must be admitted.

    4.2 Georghe Hagi : His long contribution for Romania is too impressive even Romania never made the semi-finalist in international major competitions.

    4.3 Brehme, Casillas, Buffon and Figo all are newly appeared in the latter of ranking.

    1. I forgot him at the first time but when I check his career, I found a difficulty to support him to make the list. He started to play as forward since 1952 but there are many seasons he scored below average. I 'm not sure how many games he was switched to Defender since 1952 but article describes he move to forward position permanently. He is also less than wjat I expect in international club career, Juventus was beaten by a large score in two European competition and he scored no goal. He has only one great European Cup season which the club made the quarter-finalist. For Wales national team, he participated in only World Cup first round due to injury in quarter-final. In World Cup qualifying round, he participated just twice tournaments which cannot compensate what he missed in major tournament. I really give him in high point of ability at AAA- and even give him greatness bonus at 2, he is still calculated below Overath 0.7 point. I need to review again but I assume he is regarded so high for hi speak ability and all-round players

It is limited minimum proportion of international country at 10 and international club at 3.5 (This value come from comparison with nonparticipation amount. Players with limited opportunity in international football will be much less effect such as George Best, Laszlo Kubala, etc.

      Different criteria because I see the all-time greats is a narrower extent of players and more competitive than positional hall of fame and the international stage become more important.

    1) Peak Performance 2) Basic Score 3) Total Ability 4) Lowest Performance 5) International Performance (Both)

    However, there is a exceptional case for the league of comparison in example ;

    Sivori : Total Score 77.6 with Peak AA+
    Schiaffino : Total Score 77.7 with Peak AA
    Vogts : Total Score 77.8 with Peak A+

    As I show only fist decimal, difference at 0.2 can be below 0.2 (like 0.18 in example). In the case of the league covers only difference between 0.2 - 0.24. If compare Vogts and Sivori, Vogts will beat Sivory by total score. However, in the league, he is beaten by Schiaffino by peak and Schiaffino is also beaten by Sivori by peak successively. For this case, Peak become the first condition and Sivori is at the top of the league.

    International Optimization : If player has a greater point in international football (there are a minor cases), they will be given the maximum proportion in either or both club and country competition.

    1. Media rating in dbscalcio even rate him in this season at highest point. If look stats of impact level (assist + goal)/team goal, this season is very similar to the 2011 - 2012. However, I think Messi is really phenomenon in the second half of season (scored 25 goals in 19 games). I actually give him phenomenon-class as aforementioned but forget to revise his class in domestic.

    6. Bonus for young players is considered for players who achieved world-class performance below 20 years old. The case of Messi would be the 2006 – 2007 season only, I’d say he could be considered in ordinary-world-class in the second half season at best when he scored 11 goals from total 14 goals he made in the whole season. However, his productivity stats is still rather far away from the top state with only 2 assists and I think he start to achieve world-class in the last quarter of season. I also think he was named as the second place FIFA world player of the year and third place Ballon’Dor in 2007 mainly because of his performance level up in the first half of the 2007 – 2008 season. As ESM rate World XI by month, Messi was not even named in any month in the 2006 – 2007 season but the rating is discontinued from February. Note that I consider player at the half of season at least so bonus status for him would be dulled.     1. There were some mistakes impact on history of the teams. In example, Puskas did not offside when he scored a goal in the 1954 World Cup final and if Hungary won the trophy, Fritz Walter would be much less praised. I'm not taken this into account since the greatness of Fritz Walter is actually existed. Anyway, I'm interested to collect the info of referee's mistake which largely impact on football history and write as an article.

    1. Nordahl primarily played in friendly matches. The 1948 Olympic game was participated by U-23 team and the importance of competition is relatively low. Note that he get low point due to limited opportunity even he did a very great jobs in friendly matches against lower level European teams like Finland and Norway.
      George Best ? He is ranked just around 30th because his international career is too limited when his domestic club was fulfilled as a phenomena.

    I am very surprised that Romario better placed than Michael Laudrup. Romario is a great player who has played only a superb season (93/94). This season, the Netherlands, and especially Brazil are not the top as far as the competition. In Europe certainly would score goals, as he was doing in Brazil. It's not the same level.

    1. They’re considered in the same level. In only basic score, you can see M.Laudrup has a significant higher point but the system is also allowed the age bonus for players who stand for a great performance based on the standard of age and Romario is exploited from this feature.

    I see Carl Aage Praest constantly slowly falling. Be careful, this is a player who ended his career before the launch of "ballon d or". It has been certainly a hindrance in proving his greatness. In the 51/52 season he was elected the best player in serie A in strong competition.

    1. As the rating is considered performance in overall career, his prime is relatively short. He debuted in Danish top tier very late at 24 years old. I’m not too sure how great of him in Danish league but Osterbros finished just at 7th in the last two seasons (there were only ten clubs in the top league) before he moved for Juventus. Also, he is somewhat limited in opportunity in international country participation. Please give me a source that he was rated as the best player in Series A at that season.

    DOMESTIC- Roberto Baggio became a regular for season 87/88. He played 17 seasons. He won two championships and one cup. A large part of his career he played in clubs that were not top and no chance for a trophy. Michael Laudrup has become the standard in early 1981. 12 seasons spent in clubs: Juventus (4), Barcelona (5), Real (2), Ajax (1). With all of them was the state champion. That was also Platini (31 years old) scored only 2 goals. Scirea was old, Cabrini was hurt. Other players were insignificant. Laudrup worst season was 87/88. Juventus led Rush, who is not fit. Last season with Juventus, Laudrup was the best player. A career in Barcelona did not need to speak. In Real Madrid's season 94/95 was the best player. Season 95/96 was second, just behind Raul. After only two years in Real Madrid, in 2002 he was elected as the 12th best player in history, and in 2013 was elected the best 11 foreigners in the history of Real Madrid. In Ajax won the double crown. And you were Baggio better in domestic championships ???

      I may be a little overestimated that Laudrup season. I've watched a lot of football then also. Real did not end well. For me, Laudrup played great. In 29 games scoring 8 goals. Then they resented in Madrid to be too concerned with their wines. It was one of the main reasons for his departure. Spanish newspapers were unsuccessful this season for Real, praised Laudrup games. I'm not sure that Baggio earned in season 97/98 world class reputation. Bologna was eighth in Serie A. He played great. Played a attacker. He was taking free kicks and penalties. Similar qualities as Laudrup in season 95/96.

    Everyone knows that of Maradona, at least until Zidane there was no better players than Laudrup. Matthaus, Baresi, Maldini are big names. On account of its durability and nationality can not be in front Laudrup. Gullit and Van Basten also on account of its quality and career should not be ahead. Putting Romario and Baggio ahead Laudrup is even a bit ridiculous.

    1. The criteria between WFHC and PHF is slightly different. In footballer ranking, the list is more competitive due to congregation of players in all positions, therefore the international competition is given in a higher proportion than that of PHF. That also means the great players who is limited in international competition is less effected in PHF. The current best example is Messi and Di Stefano. Messi is ranked higher in WFHC but it is ranked in contrary way in PHF.

    2. Messi scored two superb goals by free-kicks and also navigated to Pedro's decisive goals but I think he participated to the team slightly too few and Sevilla could get draw in 90 minutes.
      Most 21th century players are still active and their career is cumulatively ongoing. No issue to compare them seriously to the past players who have a complete ended-career.

      As you can see he had most touches in his and opposing team, so if he didn't participate nobody did, 88 passes (3 out of 3 long balls accurate), 8 shots, 6 dribbles, 1 through ball, 2 key passes, and he was fouled SEVEN TIMES, that's the only way they had a chance of stopping him, and still failed. I really don't understand how could he played any better. You say that Sevilla managed a draw in 90 minutes but that's not his fault, it's on team as a whole, you always say that you don't consider team success when evaluating players but it looks like you do when it can hurt Messi or C. Ronaldo. Also, I understand that they are still active but when looking at classes of some of their seasons and competitions I really don't see how some of them are not higher or some of other players lower, for instance, Messi's domestic 2011 season just can't be the same class as Zidane's 2002 or Best 1969.

    4. What I mean is he participated to create Barcelona's goal opportunity a little too few. He shot 8 times but on target only 50 %. I see Daniel Alves passed more often than him. Messi made 2 keypass when Rakatic made 5 key passes. So, when a key player could not lead the team to even sustain advantage, he was just not influential enough to be rated in phenomenon-class.

    Although he got a better opportunity in UCL, he did not play well enough in 2013. Also, Ronaldinho's peak in 2005 - 2006 is rated higher than that of Robben. The injury is another effects on his longevity.

    2) Similar to my answer in question 1. Ronaldo and Ronaldinho's peak is significantly higher than Zlatan. The more consistency in lower level of performance by Zlaton is not enough to compensate his inferiority of peak according to the system.

    1. 1) The performance of the awards winner between years are basically different. They’re rated based on performance statistical analysis such as productivity, influential level, participation level, etc. including seasonal rating by media.
      The class is hierarchically arranged based on comparison with the group of top players.
      Ibra in his peak at Series A by then is considered not to be as dominant as CR7. I means he was less in creating opportunity of score by himself or the opportunity he created is not as good as what CR7 made. That’s why he played in more advanced area.
      Ibra played superbly in Series A but there were not many continental level superstars in the league. He was great against lower standard opponents than CR7 so he could not be rated in the same class.
      2) I never said players must be always better of play in the era of defensive fever but it is undeniable they’ve proved in more difficult level of competition.
      Anyway I’m 36 not 38.

    i think that you easily rate supreme and phenomenon world class on some players on early decades..for example pele,garincha,ziko,nti stefano have so many places on these levels wheareas on these eras they were not serious defenders and the champion competition was easy...but Cristiano,Ibra,Anri,Robben who played in premier league and serie and budesliga are not deserving this high level...
    I am 36 like you and i was astonished my Raoul achievement on CL 1998,2000,2002 on TV... he was terrorist...this player for you is not deseving not even a supreme world class...

    1. Oh you’re the same person who complaint for Raul’s rating. Raul is too limited for supreme-world-class and I’m positive on this. Raul was great in technique and positional play while he was not fast, limited in aerial games and could not take a full role of deep-lying forward well enough. He had an impressive overall quality of skill but really not superb in a specific role. There is explicit that so many other forwards performed a higher peak than him.

    i think the values(UC-09,CWC-0,7) are overestimated...the teams on CL are much more stronger..the europa league is on the level of serious friendly matches..not more..English and italian teams are not taking seriously because they have domestic obligations.
    Shevchenko was much infuental and enormous on UCL on 99..he has lead Dinamo(the best perfomance all time) on semifinal alone with Rebrof..also on 2005 he has won the golden ball.

    1. European Cup is set Coefficient to UCL at 1.0 even it is less competitive due to the fact that the European Cup is the best condition players need to prove. However, performance of players are already considered against standard of competition so this is no problem. In comparison to European Cup, UEFA Cup is reduced by 1 when you could imagine how many times 2nd place of the league could qualify to UCL semi-finalist, finalist or even champions.

      Your English is need to make understanding. Anyway, my works is not aimed to be scientific experiment but I believe it can be reduced subjectivity to reach the reliability level.
